I have always used TweakUI on Win9x systems. There are dozens of things you can do with this. It's free, written by Microsoft developers, has only a few unintended consequences which can then be easily corrected. Ver 1.33 is the one to get.

Your version may be different but with Systemworks2000 (AV ver 6.0) you can disable splash screen by going to options/Norton Antivirus/click on general and uncheck "display logo screen when starting NAV". I'm not sure, but Frank may be talking about using tweakui to eliminate the windows logo at startup and is watching the bootup sequence showing NAV loading.
