there's a book. by deceased brothers Collier & Collier '92 called VOTESCAM, avail. from Amazon.com. They detail the voter fraud in the '88 Florida election. Some striking similarities: double punched votes - done w/ tweezers before ballots were fed into reading machines- & Dem. ahead, then computer manipulations and Repub. suddenly pulled ahead. These allegations were sent to the Justice Dept. for prosecution. The case was stuffed by someone Bush later appointed to the U.S. Supreme Court. His name is Antonin Scalia.

Perhaps this will help you understand Florida election law.

“There is essentially only one statutory election scheme for all elections whether the elections be for local and state officials or for presidential electors,” they added. “The Legislature has not chosen to have a separate set of election laws for elections for presidential electors.”
Though they stopped short of a direct rebuke, the justices pointed out that state laws passed by the Legislature offered conflicting and ultimately contradictory schedules for contested elections.
For example: One Florida law tells counties they “shall” conduct manual recounts under certain circumstances even if it requires extra time, the justices noted, while another tells the secretary of state to adhere to strict deadlines — even if it means ignoring counties’ tardy results. One law would negate the other.
“The Legislature could not have intended to penalize county canvassing boards for following the dictates of the Code,” they wrote.

Looks like the "strict adherence to the rule of law" GOP is about to rewrite Florida Election law, and throw the country into chaos:

Rejecting advice from Florida’s Supreme Court, the state’s Republican-dominated House opened a floor debate Tuesday that’s likely to be followed by a vote naming George W. Bush the recipient of the state’s 25 electoral votes.
