The way I read it last night (I'll review it again, later), the overruns were cited as being part of the total cost for a full "turnkey" job. Soup to nuts. That's why so few contractors responded: They didn't want to do turnkeys.

The power company consideration was a remedial afterthought, as a means of mitigating some of the expenses in the next goaround bid. This was suggested by the powers that be when they realized that getting the trial under way would depend on cutting their exposure to outside costs. In order to do this they would also have to re-direct internal resources, including labor and management, from existing power-company related projects.

I'll give it another look tonight, but that's my recall as of now.
