Since you're using other government properties, I don't see any problem. If anything, one could make a case to exclude people that are direct hires of the government or are receiving payments. There's a conflict of interest in voting for office and being a direct recipient.

It is NOT a good idea to have voting on DOD property. It is a very bad public policy. And if a few people are disenfranchised in aid of a very good public policy- so be it.

So you would say that every sailor on a Navy ship should have to buy his own personal inflatable boat to use when filling out his absentee ballot?
