The fishing ban in Hawaii was implemented to slow the decline of the fish population, which has been occuring at an alarming rate. Sport fisherman may feel the ban is unfair, but it would be impossible to distinguish between sport and commercial fishing.

I know it is unpopular to consider the impact of current actions on future generations.

I don't think too many sportfishermen get to the area that Clinton protected. Likely more aimed at commercial fishermen and (Clintons legacy). Not a very powerful lobby or voter block. Stuff like this is just a butterfly bandaid on a a huge wound. Just slows the inevitable.
Enforcement will be expensive as usual and very hard to do.
I suppose they can buy some planes and photograph ships in the area and wait for them to return to port or add some more officers and boats but the boats will have to be large enough to make the trip and overnight...

Clinton does this crap on his way out - how much thought do you think he put into this?

I think it was a thoughtful decision on his part. It is going to anger some, who like hunting and fishing, but Clinton timed it after the election, so that their anger can't be channeled against his successor.

I think we will see more weird executive orders in next month and some pardons.
