Does that mean that if I live in a "no handcount" state that I have been denied equal protection under the law due to the fact my vote will never be handcounted, while a Texas voter's ballot WILL be handcounted? And thus my vote is not equal to that of a Texas voter's?

No, because the law was in place before the election. And the electoral system of electing a President.

Now if the vote was not electorial but a popular vote of the entire U.S. it would.
