Just because there are different methods of voting, i.e.- punch card, scanners, etc. does not mean that a violation of equal protection. Everyone still has the same right to cast a legal vote. What does matter is that in a "human review of the votes, or a hand count" the standards of determining what is a legal vote has to be uniform from one district to another if they have the same type of voting method. Personal responsibility is still paramount and equal protection also means equal right to fail or succeed in life.
