Given that Florida statutes give the authority to EACH individual county canvassing board to conduct a recount, you are factually incorrect.

In addition to that, please explain why it is unconstitutional for different counties to have different standards for handcounts, but it is totally constitutional for different states to have different standards for handcounts?

The Constitution delegated the appointment of electors to the state legislature, and the state legislature delegated the conducting of handcounts to the various county canvassing boards.
