No I think you are trying to compare apples and oranges. The quote I provided is from your website "Nasdaq Level II displays bids and offers of all ECNs and NASDAQ Market Makers. (requires additional exchange fees)." NASDAQ L2 with NASDAQ MM's means just that. If you are only going to provide that information for part of the NASDAQ products you should have that put on your website. And since you all update your website more often then you update this service, it shouldn't be too difficult to implement that change.
