The only place that the Martin and Seminole cases can go is to the US Supreme Court, which will give them a chilly reception. But if your argument is that Florida's Electors won't be in the safe harbor of 3 USC 5, I think you're right.

I fully expect the US Supreme Court to rule today if they intend the vote to end the litigation. If they don't then it seems to be favorable to Gore. A statewide manual recount using court-fashioned standards?
