and party...here's where I think we disagree...Title IX, Chapter 102, Sec. 166.4...the request for a manual recount...when such a request is made, the county's canvassing board may then conduct a manual recount of 1% of teh county's total votes in at least 3 precincts. Here's the clinker...if that 1% sampling indicates "an error in the vote tabulation which could affect the outcome of teh election" the board MAY, but is not required to conduct a full manual recount (Title IX, Chapter 102, SEc.166.5)...the intepretation of "error in vote tabulation" means a machine error
