This is being thrown back to the FSC to figure out if there is another way to count but they threw out their previous ruling since it was not a fair counting method. Now they have to figure out how to set up counting rules within Florida statute guidelines.

US Court also gives Florida legislature the authority over the FSC in this ruling.
