Heard on CNN that only 3 justices signed the majority opinion: namely, Rehnquist, Scalia and Thomas. The signatures of justices O'Connor and Kennedy (who voted along with the majority) are conspicuously absent. I suspect that, at least in these two cases, the need for finality probably outweighed some statutory considerations. Ibexx

I hope Bush realizes that some areas of the country are not beyond hope and would eagerly welcome the kind of government Texas has. steve
