Unfortunately, you either missed the point of my post, or you chose to ignore it.

Nevertheless, as a response to what you have written, there are primarily two reasons for the drop in crime you mentioned. To begin with, it is important to understand that crime may not have fallen as much as you are perceiving. It is widely known that Clinton succeeded in defining deviancy down. Do you understand what that means? For those who may be unaware, it means that some things which were classified as crimes during the Reagan and Bush years, were redefined as non-crimes during the Clinton years. Secondly, Clinton and the Democrats threw a lot of money at "urban initiatives". They made it very easy for minorities to get loans, regardless of credit worthiness. They also threatened big businesses by restructuring the tax code so that businesses that chose not pour enormous amounts of money into Clinton's "urban initiatives" were heavily penalized. As a result, many undeserving people in urban areas were suddenly able to borrow money like never before.

During the next recession, you will begin to see the significant ramifications of Clinton's "urban initiatives". As liquidity eventually decreases again, crime will explode to the upside.

Incidentally, the concept of throwing money at problems is a common one in America. The U.S. Government is well known for throwing money, food, and material goods at its adversaries and friends to encourage and shape very specific, desired behavior patterns.
