Alcatel welcomes Ceon Corporation to its 'Alcatel
Connected' Partner Program; Industry Leader Enhances
Alcatel's Interoperable Solutions for Service Providers

KANATA, CANADA--DECEMBER 13, 2000 - 11:47 EST
Alcatel (Paris: CGEP.PA and NYSE: ALA) today
announced that it has added leading eBusiness OSS applications
developer, Ceon Corporation, to its solution-focused "Alcatel
Connected" partner program. As a partner, Ceon's have enabled its
multi-service online retailing system, "It's On", to interoperate
with Alcatel's network and service management (NSM) product
portfolio.

Today's customers demand a wide range of service options and
bundled offers, such as interactive TV, Internet access, telephone
services, or a combination of other digital offerings. To meet
this demand, service providers need to present the broadband
"Triple Play" of bundled services quickly and efficiently to
customers.

Ceon's It's On system fulfills the service bundling requirements
of the broadband "Triple Play" of services. The system enables
service providers to use a merchandising approach for marketing
bundled service packages that is highly intuitive for end
consumers. When It's On is integrated with the Alcatel 5620
Network Manager, the combination of systems automates the
deployment of "Triple Play" services over broadband access, such
as Digital Subscriber Line (DSL) or Wireless Local Loop (WLL),
across a core network.

"Combining Alcatel's market-leading 5620 network management
solution with our ability to manage bundled voice, data and video
services offers the new generation of telecommunications carriers
a significant competitive advantage when they market their new
services to customers," said Tim Fritzley, chief executive officer
for Ceon.

"Ceon's It's On online retailing system offers our joint customers
numerous benefits including rapid deployment of bundled services,
simplified service delivery, lower customer care and installation
costs, and increased revenue," said Jim Ghadbane, vice president,
Network and Service Management, Alcatel CID.
