Thanks for the link. I noticed that Drudge was apparently focusing on the bias of one particular member of the Canvassing Board, instead of the ultimate decision of the board in each case. Nevertheless, if one ignores Drudge's commentary, the information there is quite useful.

To answer your question, I was already convinced that hand counts were potentially subjective and political in the absence of an objective and uniform standard, and the Supreme Court apparently thinks so, too, since their objection was to the lack of a standard, not the hand-counting itself. The transcript you linked serves to reinforce that conclusion.
