Seven justices agreed that there were constitutional problems with the recount ordered by the Florida court.

"It is obvious that the recount cannot be conducted in compliance with the requirements of equal protection and due process without substantial additional work," the court said.

Souter and Breyer, however, strenuously argued in dissents that even though the recounts as they were being conducted were unconstitutional, the state should be allowed to fix the problems. Breyer said the state could continue the recounts until Dec. 18, when states meet to vote a slate of electors.

I just checked the ruling. Souter and Breyer dissented. (Check page 12.)
