It sounds like the Korean government will try and encourage the adoption of IS-95C....hopefully this will mean allowing subsidies of handsets.

Gov't seeks to boost m-commerce market

The Ministry of Information and Communication will aggressively seek measures to vitalize the mobile-commerce market using cellular phones, in relation to the arrival of such advanced communication services as IS-95C and IMT-2000 in the near future, officials said yesterday.

A ministry official said measures will specifically focus on expanding infrastructure for wireless Internet networks, crucial to providing more stable and diverse Internet services.

The ministry will also sharply increase subsidies to develop core technologies related to m-commerce, such as transmission, handsets and contents, while revising related regulations to accommodate changes in technology and services.

"We plan to encourage joint research by the private and government sectors for areas that are difficult for a private organization to carry on technology development on its own," said the official.

Further, the ministry will seek ways to lower service fees to revitalize the market.

As B2B m-commerce is expected to take over that of B2C, the ministry plans to promote development of encryption-related technology, such as those involving wireless public key infrastructure (PKI) and smart card-based security and management, and application of fixed-line transaction and authorization systems.

The ministry plans to revise the current electricity and communications business law so contents providers will be able to secure substantial profit and in turn, develop and distribute high-quality contents.

The ministry will also support developing business models in preparation for possible future integration of Internet services, whether accessible by fixed lines, wireless services or broadcasting services.

The ministry will sponsor a seminar at COEX, Seoul, Dec. 22, which will provide a forum for discussing ways to vitalize the m-commerce market. Some 500 people are expected to participate in the event. (KMH)
