No, they are more technically applicant instructions. You always seem to forget that these people could and probably would have just walked in and voted in person if they did not get their absentee ballots.

Once again. There is a difference between a ballot application and a ballot. Now if the ballots were tampered with I can see your point. But an application is a different matter. Moreover, my understanding is that the applications inadvertently omitted a space for the Voter ID number and hence voters would not have known to provide it.
