Scrapps, WOW, I'm impressed you were able to dig that up. I guess that answers the question. Although, is there any provision that guarantees compliance? Also, does that mean they will be available for Poly Sci Scholars to scrutinize? Those are only rhetorical questions. I'm mostly concerned as to whether we have the will to learn how fallible our election process(es) are and if we can correct it / them. Thanks for the information, I really appreciate it. Dave
