Early next year i hope, especially if retail sales pace doesnt pick up. Actually it would have been great if this congress could pass some tax relief--marriage penalty elimination for one should be a no brainer.
Surplus proponents have to brought to their senses that 1. surplus will disappear in slowdown and 2.fiscal stimulation thru tax cuts is the best way to fight the slowdown.
