Saying Bush figured he would have a small chance to lose on a full recount (say 1 in 6 like the example) and an almost 0% chance of losing without the recount and that is why he chose not to have the recount does not reflect on the ideology of the person making the statement at all. Perhaps I misinterpreted your post and you meant to ascribe to Bush (not to Joe) a "to hell with who really won" ideology. If so your statement would make a bit more sense, however I don't know if I would call that an ideology. Most politicians of all different ideologies would be likely to act that way. Greed for power, possibly combined with the belief that if the other guy gets in he will screw things up would be the motivation rather then a specific ideology.
