GW as the CEO, in effect, of the USA, has the power to set the tone. What tone he chooses is his to decide. That tone, and responses to it, will be set initially by his appointments. That's the way it is. GW can't just hold his cards, so to speak, and say "I'll call to Daschell"...as the President Elect, it's his call.

Rumors going around that Gore won't concede tonight, that he will "withdraw" and hope for Republican Electors to defect. I guess we'll have to wait and see.
