My experience is in control, so I have seen it right in the body of the valve.
Methanol is injected into the pipe/valve through a nozzle upstream of the blockage. You need something capable of putting out a higher pressure than the line pressure. This can be a hand operated pump or a truck equipped with a methanol tank and high pressure pump. Pump the fluid in, pressure it up, let it sit, hope the ice plug gives. This can be a cold nasty mother of a job.
