I disagree - I think using the strictest standard in a manual recount a ballot with a punch for Bush and a punch for the write-in with "Bush" written in would be a vote for Bush. Obviously the voter intended to vote for Bush. It's capable of objective determination. No subjectivity is required. It's a legal vote to the human eye but not to a machine.

I don't have a problem with cutting people a break for trivial mistakes. For example, some people who fill out the scan sheets for optical scanners use pens or markers rather than number 2 pencils. It's just a dumb mistake.
