Yep, that was the famed "Millenium Airdrop" for the crisis that never came. It would've been bad enough on it's on, but BubbleBoy (AG) did the same trick in September/October '98 to bail out LTCM. This year, even though there was no crisis, the money was never really drained from circulation, resulting in the absurd Feb-March blowoff top in the Naz-Dung, and the resultant crash. Nonetheless, the popular media drones on and on about Fed "tightening" of the past year or so! ROTFL!
