Doubt insiders are partying yet.

MM's only sold 2600 shares, if insiders tried to sell 2600 shares MM's would take it down to .25 bid in the wink of an eye.

If they are splitting because they have a R/M candidate they most like stand to make considerably more in the long run.

Unfortunatly buying at the bid and selling at the ask is very difficult on OTCBB unless there is significant volume
