Utilities (PG&E, etc.) no longer build plants or produce power under this system. ISO's do. Utilities are selling their plants. Their role is to distribute and bill for power now, and repair broken lines. Utilities are subject to the pass-along cap, ISO's are not. ISOs are doing the gouging by gaming supply - utility/distributors, some consumers, and soon probably all consumers, are being stuck with the bills.

ISO's are ready and willing to build, but the lead time is long. A $550 million plant was just proposed for the eastern Bay Area. But given the uncertainty about where the solution lies from here, that willingness may change.

It should not have been deregulated the way that it was.
