It means the heavy payments in Germ and Eng were a wakeup call, as you put it, to the creditors. Overinvestment (i.e. dumb money) in these auctions led to underinvestment (i.e., not even smart money, assuming in the case of Switz that 18 pop is a safe bet compared to 500 in G) elsewhere.
