I have never turned anything on so I'm no help.Does your drop down menu open the folders when you point your mouse at them?

I don't know if this is what you're after.

Right click on the desktop and select properties. In Display Properties, pick the Effects Tab. Check, or Un-check the Animate box.

This will make menus appear instantly, or roll out.

P.S. Could cascading refer to menus that need scrolling if they're too large, instead of forming additional columns? If so, I think this is a Registy edit.

P.P.S. Cascading is an option available when right-clicking an empty spot on the toolbar. Windows can either cascade or tile horizontally or vertically.
