Not being much of a bond guru, I really can't offer an informed opinion..

But I would suspect that it has something to do with the greater liquidity in shorter-term bonds, and the US govt needing someplace to park that surplus tax revenue they are receiving (some $230 billion in 2000 alone). Since it belongs to the SS trust fund, they have to issue T-Bill debt against it and apply the surplus SSTF revenues to the govt budget.
