With regards to not setting a standard, no. Only that they could have obtained one without violating the law as you suggested.

But they did change the law in the remedy, by remanding the contest to the canvassing boards, (which in itself would have been ok due to the broad powers you noted) But in doing so, the judicial review was eliminated which is plainly called for in the contest statute.
