That must be a new one. I have my copy of Florida Statutes open and there is no chapter 168.

Chapter 166 is "Eminent Domain" and chapter 170 is "Supplemental and Alternative Method of Making Local Municipal Improvements."

There is nothing between the two.

That means that any ballot that are protested will be looked at by a judge after the recount is over to see if he thinks they contain a vote.
