The Q chipset royalty may be waived for TI through cross-licensing agreement, but handset manufacturers will pay in full. Also, the former is a relatively insignificant amount in comparison with the latter.

Qualcomm spokesperson Christine Trimble. "Qualcomm would get royalties from the end user on CDMA chips sold by TI. We think the cross-licensing agreement will be very beneficial for the adoption of CDMA."

Guys... this is the Spinco strategy. Remember Spinco is being cut off to allow cross licensing agreements without the interference or bypassing of the standard QCOM royalties. This cross license agreement was with Spinco, NOT Qualcomm. Many reports got this wrong (the QCOM press release is accurate however).
