It never hurts to check the good gray Times for stuff like this. In addition to the day's story, there's about 20 past articles linked on the sidebar. Dan, Thanks. I don't understand it...the Dept of Water and Power in LA is flush with $$$ and energy. In fact, I read an article about 4 mos ago saying that it was that best thing that could have happened the Dept. And yet others in the state are suffering. I will read the other articles linked to the main one but after reading the main article, I still can't understand how LA's energy provider is flush and the others are ready to file bankruptcy. Weird. ted
