Actually, I think they had caps on prices for both electricity and natural gas. Then they lifted the cap on natural gas, but not electricity.

It reminds me of the liberal's comments on health care. When the prices of "all you can eat" healthcare went through the roof, they complained about the high cost of insurance and the growing number of uninsured.

So the industry responded with managed care, which switched from "all you can eat" to smaller portions administered by the HMO's, and limits on litigation. The prices went down, but now the liberals are complaining that you don't have "all you can eat" health insurance and they can't sue the HMO. Doh.
