Slider, Bankruptcies are both legitimate and also power plays of sorts by distributors to get right to pass through costs in California. Actually bankruptcy proceeding may be a face saving device for all parties in cost pass-through struggle in California since bankruptcy occurs in federal court. Fed courts can order distributors and State regulators to do things that neither could do straight up for political reasons....
