Despite the benign inflation data, the Fed is unlikely to cut rates when its Federal Open Market Committee meets here Tuesday. Instead, policy makers are widely expected to replace their policy bias treating inflation as the greatest threat to the economy with a neutral stance recognizing the risks of a significant slowdown. Such a move would make it easier for the Fed to cut rates next year if conditions begin to deteriorate.

To be sure, most of the evidence -- including two other reports released Thursday -- suggests the economy is headed toward a soft landing of slower growth and modest inflation.
