Yes, it was pretty much covered in your previous post, which I have answered.

Except this wasn't covered. If you don't know, ignore this repetition, but I"m curious about it:

Now what I want to know is how a case for violation of that statute
gets made, or doesn't it, once the case is decided, and what the
penalty is, if there is a case; and can a citizen bring a case. There's a
guy on the Impeach Bush thread who'd do it!
