peter, I first began working on China issues in 1962, as a Chinese Mandarin language student in the northeast and spent a good bit of my career intimately involved in the China military threat. China's force doctrine has been heavily weighted for defense of the homeland and deterrence. Currently, China's naval surface fleet would be no match for the US Navy, it's air force is severely limited in range and capabilities, its ground forces, with no satisfactory means of force projection, are limited to defense and cross-border activities.

Yes, China should be viewed as a threat and we should prepare accordingly. At the same time, we should continue down the path of working with the Chinese on many fronts. Its a great country with a big history. Its most serious threat is from within, in my view.
