That sentence is simply incorrect, I think it is simply misstated. The air interface that GPRS is designed on top of, is Time Division Multiple Access, which is what GSM uses as its air interface. The first link you offered says it simply and correctly:

Multiple Access and Radio Resource Management Principles
On the physical layer, GSM uses a combination of FDMA and TDMA for multiple access.

Air interface means physical layer. While GPRS does have a physical layer, GPRS itself is not a physical layer, it is a service that uses the physical layer.
