Don,

There was nothing Gore could have done to get the recount past the USSC. There were several members determined to get Bush in the White House, and they would have found a different "justification" for blocking the recount.

The USSC could have asked for recount standards a week earlier. Instead, they chose to wait until it was too late, and put W in the white Dog House.
