I hesitated before posting, but many AGs are guys who want to move up. Delivering $100mn of new school aid will keep them on the tube in Billings, Jackson, Albuquerque, or NYC for months of news conferences.

If MSFT delivers over four years, they could even become Senator without spending $48mn or whatever Corzine spent. I can see a faustian bargain with GWB and Mr MSFT agreeing to spend $20bn on schools prior to the 2002 elections...
