Clinton's main failing has been that he has surrounded himself with second rate people. Robert Rubin was his only good pick. Madeline Albright was unaware that we purchase oil from Iraq, and when she went to a hotel in Croatia to meet the ambassador there, he mistook her for the maid. I don't think any Bush appointees will be mistaken for the maid.
