I think it's only fair since the increase was retroactive.

That all happened in one calendar year. Fair is not always doable but i may be wrong on this. And remember many folks file early, so the government would be inviting those folks to hold off thus creating a last minute rush of returns. Grin and bear it, not tax cut till 2001. That may one of the reasons why AG lowers rates by 1/4 point tuesday. Probably wont happen either although we have had a weekend of newsfolks talking about the R word. Could a last minute change of heart at the fed be taking place right now? With the nas set to go to new lows this week and with the paychological effect of a 2000 nasdaq on the economy probably guaranteeing a recession, we can only hope for a psychological lift from the fed and a 3000 nasdaq at years end mitigating against a recession.
