I fear I am being misunderstood here, by trying to explain my beliefs in a context which isn't appropriate.

I had a VERY long drawn out response, but while helping my wife carry the groceries into the house, I realized I could sum it up this way.

I am NOT advocating we remove the offers for help. I am, however, suggesting that those who are helpless because they refuse to be helped should be 'put out to pasture' as you put it. There are countless people who want help and can't get it because we are looking after those people who are chronic.. and in the end if they don't want to be helped, none of us will be able to help them, so save the time, energy and money and move onto someone/thing worth trying to help.

I mean, I wonder how many trees die each year for those stupid warning labels on dry cleaning bags? How many people's supply of oxygen was destroyed to prevent 1-2 deaths a year? There has to be a balance, and we've gone way past the point of reasonable.
