Who gives a S$%t whether they're black or not? Only the liberals. Are they qualified should be the only question that anybody cares about. Although I disagree with Powell on abortion and affirmative action, I think he is highly qualified to be the Sec of State. I don't know enough about Rice to make an opinion, but she has obviously been in the right jobs to catch the eye of Bush/Cheney.knc
