I'm not sure that I agree thta it will do less harm. It would allow more money to go to pharmaceutical profits but less to the hospitals and doctors (since there is only so much money to spend). The effect is already closing lots of hospitals. Its already true that doctors and hospitals with risk contracts are not prescribing the new medications. I think that some sort of drug plan is critical but without a balance there will be an incentive to not offer the new drugs.
