Since absentee ballots are predominantly Republican, it is possible that these could make a difference. If those ballots favor Bush by 15%, then 2 million of them could make a difference in the popular vote. I don't think it is likely, but I would like to see them counted.

Cobalt, in California the absentee ballots will not change the results of the ellection either. This is what gave rise to the idea that they would not be counted, due to cost etc. but that was not correct. They are counted.

It appears to me to be important to count these actual uncounted votes as the issue of who actually won the popular vote is important for propaganda reasons.

I agree that it won't change the outcome, but here is JJ, the Democrats, and all the media on this...."Every vot should be counted"..... This AM, I heard someone (believe it was Katie on Today Show say that 'with Gore nearly 1/2 million ahead in the popular vote....' Actually, the last time I heard, it was about 350,000 "ahead".....and IF ALL the absentee votes were counted throughout the country, I would wager that Mr. Bush would actually be ahead in the popular vote as well....

Who makes the decision NOT to count votes? Is it each state?
