Works for me. Actually, the reasoning is impeccable. The purpose of the "safe harbor" statute was precisely to provide an incentive to terminate the contest period and avoid messiness. The Florida legislature, according to Article II, has an absolute right to set the standards for selection of electors, including taking selection back from the electorate. The Florida legislature clearly intended to end the contest period and enjoy the "safe harbor". Thus, deference to the legislature's prerogatives under the Constitution, which override those of the SCOFLA, enjoins termination of the contest period, since equity considerations cannot be satisfied in the time remaining. Hence, no recount.
